Interlux PrimeKote came out rough textured

I just applied a coat of Interlux Prinekote on my topside. It didnt lay down as smooth as I expected after applying with a dense foam roller, no tipping. The prep was well done to 220 grit and Im painting the bow and top of gunnels - relatively flat laying surfaces. Is this normal? After sanding, will the Interlux Perfection lay the same without tipping?

That high-build primer is there so you can sand 2/3 of it away.  Its main purpose is to act as a sort of final step of fairing compound, more than to provide “grip” for the top coat.  Yes.  Sand away.  That’s what it is for.  It will be lovely.
