It is unfortunate that the cheek block holes and the gooseneck don't line up. I use the forward hole on the gooseneck and the forward hole of the cheek block and then I drill the gooseneck to match the aft hole of the cheek block.

The idea of the bullseye is to help counter the aft pull on the sail when reefed. Fastenings for the bullseye will restrict the stowing of the upper sections of the mast if that is important to you. Because the sleeve is quite strong I would try sailing with the reef to see if you can eliminate the bullseye.
