In the old days, most ran it over the top near the motor mount with no hole in the transom. Put it where you want to. There is no rule. many of the old pitots, and mine was one of these, used a through hull unit through the bottom near the transom. Disadvantage of these relative to the flip ups, is that there is more tendency to get jammed in beaching, etc. I have to admit that I use a GPS on Scamp, although there is a period Airguide speedometer on the dash. It was extremely long and mounted about 1/2 way up the transom. I am installing a newer flip up unit. I decided to not install a tach or other instrumentation as I couldn't get the look I wanted.
