Has anyone else had problems opening Carlson's "Hulls" program?

My old computer finally bit the dust and wouldn't startup anymore.  I bought a new one and downloaded "Hulls" again but it won't open.  Some nonsense about  and ".ocs" file that isn't properly registered.  I salvaged my previously  downloaded version from my old hard drive but the new computer won't open it either.  I was wondering if anyone else has experienced this.  I hope there is a workaround but I'm not sure where to look for it.
