Best Way to Seal Plywood and Cedar?

The best way is 3 coats of epoxy for waterproofing and then at least 3 coats of varnish to add UV protection. 

That being said, all these boats need is a coat or 2 of oil.  Most here suggest Tung oil, but boiled Linseed oil is good too.  If you let it dry before skinning then there is no staining or bleeding into the cloth.  You could probably get away with doing nothing, but a coat of oil is so easy and cheap to do it seems silly  not to.
